Your server is sitting on a red platform.  Move him out of the way and there is a hole where he once sat.  Place the cane into the hole and push and release three times.

If you can't go down the slide, there is a key holder next to the door in the Queen's Rose Garden Jet Tub.  Enter in the code 0007. 

The stage now opened.  Lift the stage.
